EU Commission President Ursula von der Leyen’s Visit to Armenia and Azerbaijan – Key Highlights

July 1 – Azerbaijan

  • Met with Azerbaijani President Ilham Aliyev to discuss regional peace, connectivity, and economic cooperation.
  • Announced the EU’s Connectivity for Peace Package, with up to €200 million in grants for transport, energy, and digital connectivity projects across the South Caucasus.

July 2 – Armenia

  • Met with PM Nikol Pashinyan to discuss Armenia-EU relations, economic resilience, connectivity, and reforms.
  • Announced €52 million in EU support, including €18 million to strengthen Armenia’s trade diversification and export capacity.
  • Highlighted progress in Armenia’s visa liberalization process and praised the country’s reform efforts.
  • Discussed EU support for energy diversification, renewable energy development, and stronger regional energy connectivity.

Armenia Putting More Distance Between Itself and Russia

EU seems ready to throw Yerevan economic lifeline. Glossing over this fact, Ushakov tacitly threatened Armenia, suggesting that Yerevan could share the same fate as Ukraine, which withstood a Russian blitz in 2022 and has ground down the Kremlin’s military machine since then.

Israel’s tight relations with Azerbaijan can be valuable if Israel uses its position to moderate Azerbaijani racism and incitement against Armenians. There is no strategic or logical reason why Azerbaijan should have destroyed the ancient cemetery at Julfa, for example. Israel should use its access to Azerbaijani leader Ilham Aliyev to counsel against the repetition of such destruction, especially as Azerbaijani forces destroy churches and graveyards in Nagorno-Karabakh.
