Center for Truth & Justice Testifies Before UK Parliament on Cultural Destruction of Nagorno-Karabakh

A delegation from the Center for Truth and Justice (CFTJ) appeared before a UK Parliament Inquiry examining the cultural destruction of Nagorno-Karabakh by Azerbaijan.

CFTJ formally presented findings to Parliament, submitting documented evidence and legal analysis to members of the All-Party Parliamentary Group on International Law, Justice and Accountability and the All-Party Parliamentary Group on Armenia. The UK Inquiry focused on the destruction and alteration of Armenian cultural and religious heritage not only since the 2023 ethnic cleansing by Azerbaijan, but dating back to the 2020 war and the years preceding it.

The report, submitted by the CFTJ, documents a coordinated and ongoing campaign by the Republic of Azerbaijan to systematically erase Armenian cultural, religious, and historical presence in Nagorno-Karabakh and surrounding regions. As of February 2026, this campaign has transitioned from accidental damage during hostilities to a deliberate, state-sponsored policy of “cultural sanitization.” The evidence indicates that cultural destruction is not a byproduct of conflict but a structural tool of ethnic cleansing. By annihilating the material evidence of Armenian history, Azerbaijan seeks to render the 2023 forced displacement of 120,000 Armenians irreversible, ensuring that even if a right of return were legally secured, no physical or spiritual “home” remains to return to.

Since 2020, the Center for Truth and Justice, a 501(c)(3) nonprofit organization, has been collecting and preserving evidence of crimes committed against ethnic Armenians to support international legal action and accountability efforts.

On February 24, during a hearing before the House Foreign Affairs Committee on Advancing National Security through Commercial Diplomacy, U.S. Under Secretary of State Jacob Helberg highlighted a key approach of the current administration:

“One of the notable approaches of this administration has actually been to engage a lot of countries that historically the United States and prior administrations have tended to overlook. One of the ways in which that is reflected is that we have forged bilateral deals with countries like Kazakhstan, with Armenia and Azerbaijan.”

Armenian FM Warns the UN of Humanitarian Costs as 19 Detainees Remain in Azerbaijan

Foreign Minister Ararat Mirzoyan addressed the UN Human Rights Council in Geneva, noting that 19 Armenians, including former Nagorno-Karabakh leaders, remain imprisoned in Azerbaijan. “Though the painful humanitarian consequences of the conflict are still to be resolved and the wounds of the distant and recent past linger on, we have chosen the difficult path of reconciliation. This is indeed a difficult endeavor with 19 Armenian detainees still being held in Baku, and the need for clarification of the fates of missing persons and cases of enforced disappearances, amid dissemination of distorted historical narratives.”
